Heather Richards joined the City of Mountain Brook in 2014 as a Magistrate. She was promoted to Magistrate Supervisor in 2016 and was appointed City Clerk in 2021. Prior to joining Mountain Brook, she served as a Magistrate for the City of Hoover.

Heather earned a Bachelor of Science degree in Criminal Justice from the University of Alabama at Birmingham in 2007 and a Master of Public Administration degree from Columbia Southern University.

She is a member of the Alabama City/County Management Association (ACCMA), the International Institute of Municipal Clerks (IIMC), the Alabama Association of Municipal Clerks & Administrators (AAMCA), the Alabama Municipal Court Clerks and Magistrates Association (AMCCMA), and the Jefferson County Municipal Clerks Association (JCMCA).

As City Clerk, Heather is responsible for facilitating and documenting City Council meetings; preparing and distributing meeting agendas; maintaining official minutes; issuing public notifications in compliance with Alabama law; publishing ordinances and resolutions; maintaining and archiving public records; supervising court and revenue department personnel; and serving as the Chief Election Official for all City elections.

Heather is married and has two children.
