Heather Richards
Heather Richards joined the City in 2014 as a Magistrate. In 2016 she was promoted to Magistrate Supervisor and in 2021 she was appointed City Clerk. Prior to joining Mountain Brook she was with the City of Hoover as a Magistrate. She earned her Bachelor of Science degree in Criminal Justice from the University of Alabama at Birmingham in 2007. She is currently pursuing a Master of Public Administration degree from Columbia Southern University. Heather is married and has two children.
Heather is a member of the Alabama City/County Management Association (ACCMA), the International Institute of Municipal Clerks (IIMC), and the Alabama Municipal Court Clerks and Magistrates Association (AMCCMA).
As City Clerk, she
- documents and facilitates City Council meetings
- prepares and distributes meeting agendas, prepares and maintain minutes of official meetings and is responsible for public notifications pursuant to Alabama law
- documents and publishes ordinances and resolutions
- maintains public records
- organizes, maintains, and archives City records
- supervises the court and revenue department personnel
- serves as the chief election official for all City elections
