What began over two years ago, as a study of the Villages and the management of their growth, culminated on February 25th with the City Council’s adoption of six zoning ordinance amendments. In addition to revisions to three existing zoning districts, Local Business, Mixed Use and Planned Unit Development, the Council adopted three new zoning districts: Residence-F, Residence-G, and the Village Overlay (which includes Building and Regulating Plan maps). Residence-F allows townhome dwelling units; Residence-G allows stacked flat dwelling units; and the Village Overlay standards, while not regulating “use,” address building type and form within the Villages.
It is not the City’s intention to initiate the rezoning of any particular property to Residence-F or Residence-G; rather these districts (under the guidance of the updated Village Master Plans adopted in June 2007) will be options for individual property owners seeking to rezone their property, the establishment of which would follow the established process of Planning Commission recommendation and City Council approval. The Village Overlay Standards apply to all development within the villages, and pertain to project characteristics such as building height, building mass, setbacks, and materials.
