2010 Municipal
Election Calendar

(All citations are to the Code of Alabama)

References are to dates in 2010 unless indicated otherwise.

July 6              On the first Tuesday in July (or the first business day thereafter), the Mayor gives notice of the election. §11-46-22(a). 

Candidates may begin qualifying once the notice is published.  Qualifying forms are available from the City Clerk.
July 20             The third Tuesday in July is the last day candidates may qualify for municipal office.  The statement of candidacy and the $50 qualification fee must be filed with the City Clerk by 5:00 p.m.  Forms are available from the City Clerk. §11-46-25(g). 
August 13 Last day for a resident to register as a qualified elector for the August 24, 2010 general municipal election.  §17-3-50(a).   Contact the Jefferson County Board of Registrars at 325-5550 for voter registration information.
August 19 Last day for a voter to apply for a regular absentee ballot.  §17-11-4. 
August 23 Last day for a voter to apply for an emergency absentee ballot if they are required by their employer to be out of the county on election day.  §17-11-3(d).

Absentee ballots must be postmarked or hand-delivered to the City Clerk by 5:00 p.m. on the day before the election.  §17-11-18.
August 24 Municipal elections are held on the fourth Tuesday in August.  §11-46-21(a). 

Absentee ballots mailed to the City must be received by the City Clerk by 12:00 noon in order to be counted.  Beginning at 12:00 noon, absentee ballots shall be examined and placed, unopened in a sealed ballot box.  Absentee ballots shall be counted upon the closing of the polls. §17-11-10(b).
August 31       The City Council must canvass the election results before 12:00 noon.  §11-46-55(a).  If a candidate receives a majority of the votes cast for the office, the Council issues a certificate of election.  Otherwise, a run-off election shall be held.  §11-46-46 and 55.  Anyone with standing to contest the election may request a recount within forty-eight (48) hours of the official canvass of the election results.
 September 6 Last day a candidate may contest the results of the general election.  Any such contest must commence within five (5) days after the result of the election is declared.  §11-46-69(b).
September 30 Last day for a voter to apply for a regular absentee ballot.  §17-11-4. 
October 4 Last day for a voter to apply for an emergency absentee ballot.  §17-11-3(d).

October 5 The run-off election, if required, shall be conducted on the sixth Tuesday following the general election.  §17-46-55(d).

Absentee ballots mailed to the City must be received by the City Clerk by 12:00 noon in order to be counted.  Beginning at 12:00 noon, absentee ballots shall be examined and placed, unopened in a sealed ballot box.  Absentee ballots shall be counted upon the closing of the polls. §17-10-10(b).
October 12 The City Council must canvass the election results before 12:00 noon.  §11-46-55(a).
October 18 Last day a candidate may contest the results of the run-off election.  §11-46-69(b).
November 1 Newly elected officials must take office on the first Monday in November following the election.  §11-46-21(c).  The City Council meets for its organizational session.  §11-43-44.
December 22 Last day for candidates who were not involved in the run-off election to raise money to pay off their campaign debts.  §17-5-7(b)(2).

Last day for candidates who were involved in the run-off election to raise money to pay off their campaign debts.  §17-5-7(b)(2).
NOTE:  Candidates who are not elected should dissolve their campaign committees by filing a form with the Probate Judge of Jefferson County.  The Fair Campaign Practices Act requires all candidates who fail to dissolve their campaign committees to file an annual report listing all contributions or expenditures with the Probate Judge of Jefferson County.  Forms are available from the Probate Judge of Jefferson County, the Secretary of State, or the City Clerk.
